B4SC Service Spec
The contract funds Health Hawke’s Bay to deliver the B4 School Check (B4SC) Screening Programme, a free, universal health screening service for eligible four‑year‑old children in Hawke’s Bay. The service aims to promote child wellbeing, ensure children are ready for school, identify health, developmental or behavioural concerns early, and arrange timely referrals before school entry.
Key service components include:
- Health assessment and education for children and their caregivers.
- Measurement of height and weight, hearing and vision screening, oral health checks, immunisation review, and developmental and behavioural assessment using recognised screening tools.
- Referral to appropriate health, education or social services when concerns are identified.
- Delivery in culturally appropriate settings, with a strong focus on Māori, Pacific, high‑deprivation and other high‑needs populations to reduce health inequities.
- Coordination of care through a dedicated B4SC coordinator and maintenance of links with GPs, schools, early childhood services, paediatric services, CYF/Oranga Tamariki, and community agencies.
- The provider must complete annual target volumes, report quarterly performance data, record all checks in the national B4SC Information System, and ensure all checks are completed before a child’s fifth birthday wherever possible. Minimum annual targets include 1,949 completed checks, with specific targets for Māori, Pacific and Quintile 5 children.
